Electromagnetism, magnetism, and electric fields are all aspects of a single force called electromagnetic force. In electromagnetism, the force is carried by ‘real’ photons whereas static electric and magnetic forces in quantum theory are carried by ‘virtual’ photons, a somewhat murky concept since the virtual photons cannot be directly detected.
